The enacted measure established a pre-filing residential eviction diversion program to help landlords and tenants resolve disputes or seek rental assistance, if funding was available. During the program’s effective period, landlords generally had to enroll, notify tenants of their diversion rights, and participate in good faith for at least 45 days when rental assistance was available, or 30 days during a funding hiatus; the measure was effective from January 1 through December 31, 2022.

Amending Chapter 9-800 of The Philadelphia Code, entitled "Landlord and Tenant," to provide for an eviction diversion program, to make associated changes related to the landlord and tenant relationship, and making certain technical changes, all under certain terms and conditions.
