The enacted ordinance authorizes Philadelphia officials to enter into a concession agreement with Kale Info Solutions, Inc. to create and operate an electronic Airport Cargo Community System at Philadelphia International Airport. The system would allow airport cargo stakeholders to share shipment information and documents, while Kale would charge participating users and pay the City a concession fee; the agreement would last five years with a possible one-year renewal.

Authorizing the Commissioner of Procurement and the Chief Executive Officer, Philadelphia International Airport, on behalf of the City of Philadelphia, to enter into a Concession Agreement with Kale Info Solutions, Inc., for the implementation and operation of an Airport Cargo Community System for the Philadelphia International Airport, under certain terms and conditions.
