The enacted ordinance expands Philadelphia’s Affordable Housing Preservation Overlay District to additional properties in areas near Haverford Avenue, Market Street, Walnut Street, and several numbered streets. It limits how properties in the district can qualify for certain development bonuses and generally requires a replacement-building permit before a principal building can be demolished, with exceptions for dangerous or unsafe conditions; it also included a demolition moratorium through March 13, 2023.

Amending Chapter 14-500 of The Philadelphia Code entitled, "Overlay Zoning Districts," by amending a section as proposed to be added by Bill No. 210778, entitled the "/AHP, Affordable Housing Preservation Overlay District" to add certain areas, within the area bounded by Haverford Avenue, 38th Street, Walnut Street and 46th Street, to the district and making other changes, all under certain terms and conditions.
