The enacted measure amended Philadelphia’s COVID-19 leave rules, requiring covered employers to provide paid leave for employees dealing with COVID-19 illness or exposure, caring for family members or children affected by COVID-19 precautions, getting vaccinated, or recovering from vaccination side effects. It set the leave amount at up to 40 hours for employees who work at least 40 hours per week, with different calculations for part-time workers, and established notice, job-restoration, and anti-retaliation protections; the provisions were set to expire on December 31, 2023.

Amending Section 9-4116 of The Philadelphia Code, entitled "2021 Public Health Emergency Leave," to establish additional leave time under certain circumstance, modify existing provisions concerning the paid sick leave, and make technical changes, all under certain terms and conditions.
