This enacted measure revises Philadelphia’s building and property maintenance rules for drinking fountains and water dispensers in schools. It requires school buildings to provide one drinking fountain for every 100 students, with at least one on each occupied floor, and allows water dispensers to replace up to half of the required fountains. After June 1, 2025, required fixtures must use lead-free materials where commercially available and include certified filters, filter-change indicators, and user-controlled bottle-filling stations.

Amending Title 4 of The Philadelphia Code ("The Philadelphia Building Construction and Occupancy Code") by revising Section PM-202 of Subcode PM ("The Philadelphia Property Maintenance Code"), entitled "General Definitions", to revise definitions related to drinking fountains and water dispensers; and revising Section PM-502.6 of Subcode PM, entitled "Schools", to add provisions related to drinking facilities in schools and requiring filtration systems; all under certain terms and conditions.
