This enacted ordinance adds a definition for third-party administrators, meaning public or private entities contracted by the Streets Department to enforce refuse and littering rules. It allows authorized third-party administrators to issue violation notices and, when they have probable cause that a vehicle was used in a specified illegal dumping violation, to boot or tow the vehicle.

Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by adding new definition for third party administrators, and revising Section 10-718 to sanction third party administrators as enforcers of illegal dumping violations, all under certain terms and conditions.
