This enacted ordinance changes Philadelphia’s rules for disposing of surplus public properties without a competitive process, especially in the 3rd and 4th Council Districts. It defines community trusts and permanent affordability, sets evaluation criteria that emphasize community control and affordable housing, creates procedures for competing applications, and allows certain community trusts to receive leases for open-space properties such as community gardens.

Amending Chapter 16-400 of The Philadelphia Code, entitled "Surplus Properties," by adding criteria for evaluating non-competitive dispositions, all under certain terms and conditions.
