This enacted ordinance establishes documentation and recordkeeping requirements for businesses that salvage, dismantle, recycle, or repair motor vehicles or parts, including keeping records for at least two years and requiring documentation for buying or selling catalytic converters and their parts. It also sets penalties for stealing catalytic converters and for buying, possessing, or trafficking in catalytic converters or other vehicle parts containing precious metals, including a $2,000 fine, up to 90 days in prison, or both.

Amending Titles 9 and 10 of The Philadelphia Code to establish procedures and requirements to prevent the theft of motor vehicles and parts, including catalytic converters and other precious-metal car parts and to impose penalties for non-compliance, all under certain terms and conditions.
