The enacted ordinance adds a camera-based system to enforce parking, stopping, and standing violations that interfere with buses, trolleys, trains, and other mass transit on designated streets and areas of Philadelphia. The Philadelphia Parking Authority would mail violation notices to vehicle owners after an authorized officer reviews the camera images; the ordinance takes effect 30 days after the Streets Department certifies that the PPA and SEPTA have agreed on reimbursement for implementation and operating costs.

Adding a new Chapter 12-3600 of The Philadelphia Code, entitled "Camera-Based Enforcement System For Parking, Stopping, and Standing Violations That Interfere With Mass Transit," to decrease traffic congestion, improve traffic safety, and address the climate crisis within the City of Philadelphia, all under certain terms and conditions.
