The enacted measure expands Philadelphia’s requirements for businesses designated as chronic or critical nuisance businesses. It requires broader video surveillance, including cameras at entrances, exits, certain interior and outdoor areas, with recordings kept for at least six months; cameras must be registered with police and footage provided upon request. Businesses whose designation involves unlawful drug paraphernalia sales must acknowledge the zoning violations, remove the prohibited items, and meet these measures before a cease-operations order can be lifted.

Amending Chapter 9-4400 of The Philadelphia Code, entitled "Responsible Business Operations," to expand the provisions for video monitoring of nuisance businesses and to provide additional enforcement mechanisms in connection with certain nuisance businesses engaged in drug paraphernalia sales, all under certain terms and conditions.
