This enacted ordinance changes Philadelphia’s right-of-way construction rules. For projects lasting seven days or more that require a full street closure, people or City agencies must get a permit and provide advance notice to residential and commercial properties within 540 feet, including information about the work, duration, hazards, parking restrictions, and detours; permit applications also must include required plans and fees.

Amending Chapter 11-700 of The Philadelphia Code, entitled "Right of Way Management," by amending Section 11-705, entitled "Construction", by adding new provisions relating to notice and making other conforming amendments; all under certain terms and conditions.
