The enacted ordinance established a temporary moratorium on zoning permits for complete demolitions of buildings and other structures in a designated area generally bounded by Ridge Avenue, Rochelle Avenue, Vicaris Street, and Hermit Street. Exceptions apply when demolition is needed to address certain dangerous or unsafe conditions, or when it follows the historic-preservation approval process; the moratorium ends after 12 months or sooner if the Historical Commission certifies that notice of proposed historic designation has been mailed to owners of more than 25% of the properties in the area.

Amending Chapter 14-1000 of The Philadelphia Code, entitled "Historic Preservation," to establish a temporary demolition moratorium with respect to properties in the area bounded by Ridge Avenue, Rochelle Avenue, Vicaris Street, and Hermit Street; all under certain terms and conditions.
