The pocket-vetoed proposal would have prohibited businesses in Philadelphia from operating or allowing gambling or skill-based devices that accept cash or cash equivalents for a chance at a cash reward, except at licensed facilities allowed under Pennsylvania law. It would have imposed a $1,000 fine per device for each day of violation and allowed cease-operations orders and other business penalties after repeated violations.

Amending Chapter 9-5900 of The Philadelphia Code, entitled "Prohibition on Certain Gambling Machines and Skills Games," to add additional prohibitions and provide for remedies, all under certain terms and conditions.
