The pocket-vetoed proposal would amend Philadelphia’s protections for displaced contract workers in services such as security, janitorial work, building maintenance, food and beverage, health care, parking, and hotel services. It would generally require successor employers to retain eligible workers for 90 days after a contract or property changes, and would give certain workers laid off after a property closure a right to be offered qualifying jobs if the property reopens, with enforcement through complaints and court actions.

Amending Chapter 9-2300 of The Philadelphia Code to provide greater protections for displaced contract workers.
