The enacted ordinance authorizes Philadelphia’s Commissioner of Public Property to grant PennDOT a temporary construction easement and a permanent aerial easement on part of the Schuylkill River Trail area bounded by Race Street, 24th Street, Spruce Street, and the Schuylkill River. The easements are for transportation improvements and an elevated highway, with the City Solicitor authorized to review the necessary documents.

Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to grant to the Pennsylvania Department of Transportation, an easement on a portion of the parcel or parcels of land in and about the area bounded by Race Street, 24th Street, Spruce Street and the Schuylkill River, under certain terms and conditions.
