This enacted ordinance approves the South Street Headhouse District’s five-year plan and budget for 2023 through 2027. It authorizes the district to provide business improvements and administrative services in the South Street, Headhouse, and 4th Street Fabric Row areas, using the approved method for assessments and charges.

Approving the plan, estimated costs and proposed method of assessment and charges of the South Street Headhouse District of Philadelphia for and concerning business improvements and administrative services to the eastern South Street and Headhouse areas of the City of Philadelphia; all under certain terms and conditions.
