The enacted bill authorizes Philadelphia’s Commissioner of Public Property to modify existing easements and enter into an easement agreement with Famell, LLC for land at or near 411–19 North 13th Street. The agreement must include development restrictions for 411–19 North 13th Street and 410–24 North 12th Street to limit shading on the Viaduct Rail Park, and the City Solicitor must review the documents before they are signed.

Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to modify certain easements and enter into an easement agreement with Famell, LLC for a portion of the parcel or parcels of land in and about the area bounded by Noble Street, 12th Street, Callowhill Street, and 13th Street, more commonly known as 411-19 North 13th Street, under certain terms and conditions.
