The enacted bill changes Philadelphia’s requirements for publishing certain public notices in newspapers. It reduces the number of daily newspapers required for notices about City Plan hearings and Council bills, recognizes official legal newspapers in print or digital form, and allows website or other notice methods when no qualifying newspapers are publishing.

Amending Title 11 ("Streets") and Title 21 ("Miscellaneous") of The Philadelphia Code to amend requirements concerning publication of notices in newspapers, all under certain terms and conditions.
