The enacted ordinance expands Philadelphia’s prohibition on gambling and skill-based cash-payout devices at businesses. It allows exceptions for licensed gaming facilities and certain alcohol-licensed businesses with at least 30 seats, where no more than five devices may be present and payouts must be electronic; violations may result in fines, cease-operations orders, and other business remedies.

Amending Chapter 9-5900 of The Philadelphia Code, entitled "Prohibition on Certain Gambling Machines and Skills Games," to add additional prohibitions and provide for remedies, all under certain terms and conditions.
