The enacted ordinance requires commercial establishments in the area bounded by East Lehigh Avenue, Kensington Avenue, D Street, E Tioga Street, and Frankford Avenue to close to the public from 11 p.m. to 6 a.m. It covers businesses selling goods for off-site use, including some food establishments, but excludes food establishments with a restaurant liquor license; violations carry a $500 fine for each offense for each day they continue, and the restriction expires January 1, 2028.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses", by adding a new section regulating the hours of operation of certain establishments and providing for penalties within an area bounded by East Lehigh Avenue, Kensington Avenue, D Street, E Tioga Street and Frankford Avenue, all under certain terms and conditions.
