The ordinance requires private persons who perform or offer to perform tenant evictions at residential properties to obtain an annual license. Applicants must meet requirements including extensive training, professional liability insurance, required certifications, and fees; licenses may be suspended or revoked for violations, and the ordinance takes effect nine months after becoming law.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by providing for the licensing of persons responsible for performing tenant evictions at residential properties, under certain terms and conditions.
