This enacted law expands Philadelphia’s protections for service employees who work in security, janitorial, building maintenance, concierge, food, hotel, health care, parking, airport, and related jobs at large covered properties. When a service contract changes or a property is sold, successor employers generally must offer eligible employees up to 90 days of transition employment, and employees laid off after certain property closures have a right to be considered for qualified jobs when the property reopens for up to five years. The law also requires notices and lists of affected employees and allows complaints, reinstatement, back pay, damages, and penalties for violations.

Amending Chapter 9-2300 of The Philadelphia Code ("Protection of Displaced Contract Workers") to provide protections for service employees, including laid-off employees, all under certain terms and conditions.
