The ordinance adds a Philadelphia consumer-protection chapter that makes unfair competition and deceptive or misleading business practices unlawful when they affect individuals in the city. It covers conduct such as false advertising, misrepresenting goods or services, and obstructing subscription cancellations, and allows the City to investigate and seek court-ordered penalties, damages, restitution, and other remedies.

Amending Title 9 ("Regulation of Businesses, Trades and Professions") of The Philadelphia Code to add a new chapter concerning protections for consumers against unfair methods of competition and unfair or deceptive acts or practices, and providing remedies, all under certain terms and conditions.
