The enacted measure clarifies the Philadelphia Department of Aviation’s responsibilities for airport zoning rules, signs, variances, airport-related uses, and airport facility leases. It also removes the City Code provisions that required a $3 charge on passengers departing from City-owned airports, including rules for collecting and enforcing that charge.

Amending Title 14 ("Zoning and Planning") and Title 18 ("Commerce") of The Philadelphia Code to clarify responsibilities of the Department of Aviation, and eliminating provisions related to passenger charges, all under certain terms and conditions.
