This enacted ordinance prohibits certain commercial establishments in the area bounded by East Allegheny Avenue, Kensington Avenue, Torresdale Avenue, and Frankford Avenue from being open to the public between 11 p.m. and 6 a.m. It generally covers businesses selling goods for off-premises use, with exceptions including restaurants with liquor licenses, drive-through-only food establishments, and vehicle fueling stations; violations carry a $500 fine for each offense per day, and the restriction expires December 31, 2026.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses", by adding a new section regulating the hours of operation of certain establishments and providing for penalties within an area bounded by East Allegheny Avenue, Kensington Avenue, Torresdale Avenue, and Frankford Avenue, all under certain terms and conditions.
