The enacted ordinance prohibits most commercial establishments in four specified areas from being open to the public between 11 p.m. and 6 a.m. It excludes restaurants with a liquor license, businesses serving customers only through a drive-through window, and vehicle fueling stations; violations carry a $500 fine per offense for each day they continue, and the restriction expires December 31, 2026.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses", by adding various locations to the section regulating the hours of operation of certain establishments and providing for penalties within those various locations, all under certain terms and conditions.
