The enacted ordinance authorizes Philadelphia to organize the Arena Services District Authority to address impacts of the Market East arena, including cleanliness, neighborhood improvements, small-business support, safety, and traffic management. Its service area covers part of Center City generally bounded by Broad Street, South Street, Spring Garden Avenue, 8th Street, and John F. Kennedy Boulevard, and the authority may not impose taxes, fees, or assessments on property there. The authority must oversee traffic plans for the arena and promote public transportation, with input from arena operators, nearby institutions, residents, businesses, and government agencies.

Authorizing the City of Philadelphia to organize an authority to be known as The Arena Services District Authority, pursuant to the terms of the Pennsylvania Municipality Authorities Act, all under certain terms and conditions.
