The enacted bill authorizes the City to remove Filbert Street between 10th and 11th Streets from the official City Plan and vacate that portion of the street. The affected property owner or other responsible party must meet conditions including releasing and indemnifying the City, paying related costs, and covering or completing any needed changes to sidewalks, utilities, sewers, lighting, and other street facilities.

Authorizing the revision of lines and grades on a portion of City Plan No. 307 by striking from the City Plan and vacating Filbert Street from 10th Street to 11th Street, under certain terms and conditions.
