The ordinance creates smart loading zones on specified sections of Walnut, Sansom, and Chestnut Streets, where vehicles may load for up to one hour at 10 cents per minute, and allows camera-based enforcement for certain double-parking, loading-zone, and residential permit violations. It also changes procedures for checking and handling stolen vehicles before towing, expands the parking violations that can lead to towing, and sets penalties for smart loading-zone and residential permit violations.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to create smart loading zones and a camera-based enforcement systems for designated parking violations, revise the procedures for identifying and handling stolen vehicles prior to towing, amend the parking violations subject to towing, and make related technical changes, all under certain terms and conditions.
