The enacted measure amends Philadelphia’s rules for street openings, excavations, and underground utility work. It prevents violators from receiving new permits until required charges, fines, and penalties are paid, with exceptions for certain public utilities and existing right-of-way or franchise holders; contractors remain covered. It also sets a maximum penalty of $450 per violation and treats each day a violation continues as a separate offense.

Amending Chapter 11-200 of The Philadelphia Code, entitled "Openings and Excavations in the Streets," to impose additional penalties on violators of underground permitting requirements, under certain terms and conditions.
