The enacted ordinance creates an automated vehicle-noise enforcement system using stationary cameras and sound-measuring equipment to document violations of Philadelphia’s motor-vehicle noise limit. Notices would be mailed to registered vehicle owners, who could request a hearing within 30 days; the ordinance also removes the prior limitation that applied the noise rule only in specified areas and sets procedures for repeat violations.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to revise procedures for operation of an automated vehicle noise enforcement system and creating Section 12-1138, entitled "Automated Vehicle Noise Enforcement".
