This bill, currently in the Mayor’s Office, would revise income eligibility standards for Philadelphia’s Income-Based Water Rate Assistance Program. It would extend eligibility for certain discounted water bills to households earning up to 200% of the federal poverty level and require affordable payment plans, including arrearages, for some households earning between 200% and 300% of that level. The changes would take effect when new Water Department base rates and charges established after January 1, 2027, become effective.

Amending Chapter 19-1600 of The Philadelphia Code, entitled "Water and Sewer Rents," by revising income eligibility standards for rate discounts and installment payment agreements, all under certain terms and conditions.
