The enacted ordinance adds rules for City agencies, employees, and City contractors regarding citizenship and immigration information. It generally bars them from requesting or using that information, conditioning City services on it, threatening or intimidating people based on it, or taking enforcement action on that basis, with exceptions required by law, court order, or certain eligibility and service requirements; it also allows civil lawsuits and other remedies for violations.
Amending Title 21 of The Philadelphia Code by adding a new Chapter 21-3600 entitled "Non-Intervention with Respect to Immigration Enforcement" to place certain restrictions on the collection and use of information related to citizenship and immigration status, prohibit certain forms of discrimination in City services, and provide for remedies for violations, all under certain terms and conditions.
