The enacted ordinance creates “Safe Community Places,” including city facilities such as schools, libraries, health care sites, shelters, parks, and recreation centers. It requires law enforcement officers seeking access to nonpublic areas of these places to work through a designated city official and generally requires a judicial warrant or exigent circumstances; it also requires employee training and allows civil lawsuits and financial remedies for violations.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," to restrict the use of community spaces for government purposes not expressly authorized by the City or the courts and provide for civil enforcement of violations, all under certain terms and conditions.
