This enacted ordinance authorizes Philadelphia officials to apply for federal and state grants for housing and community development, including programs for affordable housing, homelessness, housing for people with AIDS, and blight prevention. It also authorizes applications for grants supporting neighborhood and commercial improvements and allows the City to seek up to $20 million through a federal loan-guarantee program. The ordinance sets conditions for managing certain grant funds and requires public access to specified applications and plans.
