This enacted ordinance changes Philadelphia’s Transit-Oriented Development Overlay District rules for ground-floor uses. Buildings along a primary frontage in RSA, RSD, RM, RTA, or SP-PO zoning districts are exempt from the requirement to include an allowed active use, such as retail, commercial services, offices, public or civic uses, or enclosed public space, on the ground floor.

Amending Section 14-513 of The Philadelphia Code, entitled "/TOD, Transit-Oriented Development Overlay District" by exempting certain districts from ground floor use requirements, all under certain terms and conditions.
