City Council adopted a resolution starting the process to establish the PRIDE Neighborhood Improvement District in a Port Richmond area bounded generally by Tulip Street, Allegheny Avenue, Amber Street, and Venango Street.
Initiating action to establish a neighborhood improvement district in the area bounded generally by the eastern side of Tulip Street, the northern side of Allegheny Avenue, the western side of Amber Street, and the northern side of Venango Street, to be known as the Port Richmond Industrial Development Enterprise (PRIDE) Neighborhood Improvement District ("District"), and for which PRIDE, Inc., a Pennsylvania nonprofit corporation, would serve as the Neighborhood Improvement District Management Association; approving a preliminary plan for and report concerning the District; and authorizing and directing the Committee on Rules and the Clerk of Council to take all actions that are required by the Community and Economic Improvement Act prior to enactment of an ordinance that would formally establish the District.

This lapsed bill would have removed designated locations where vending was permitted in Center City: the east side of Seventeenth Street between Arch Street and John F.
Amending the Ordinance approved January 3, 1992 (Bill No. 1205-AA), which, pursuant to subsection 9-204(8)(a) of The Philadelphia Code, designates the locations in Center City at which vending is permitted, by deleting all permitted vendor locations on the East side of Seventeenth street between Arch street and John F. Kennedy boulevard, on the North side of John F. Kennedy boulevard between Seventeenth street and Eighteenth street, and the West side of Eighteenth street between Arch street and John F. Kennedy boulevard, all under certain terms and conditions.
