This enacted ordinance requires owners of piers and other waterfront structures along the Delaware and Schuylkill rivers and nearby estuaries to arrange structural inspections and submit reports to the Department of Licenses and Inspections every three years and after major damage-causing events.
Amending Title 4 of The Philadelphia Code ("The Philadelphia Building Construction and Occupancy Code"), Subcode "PM" (The Philadelphia Property Maintenance Code), by amending Section PM-304.0 entitled "Exterior Structure" and by amending Section PM-307.0 entitled "Unsafe and Unfit Structures and Equipment" by adding provisions regulating the maintenance and inspection of piers and other waterfront structures, all under certain terms and conditions.

This lapsed bill would have gradually reduced Philadelphia’s wage and net profits tax rates for low-income residents and nonresidents who qualified for a full or partial refund or forgiveness of state income taxes based on poverty income.
Amending Chapter 19-1500 of The Philadelphia Code, entitled "Wage and Net Profits Tax," by decreasing in stages the rates of the tax imposed upon certain low income persons, all under certain terms and conditions.
