This enacted bill authorizes the Philadelphia Authority for Industrial Development (PAID) to purchase the parcel at 4952–4964 Parkside Avenue, at the southeast corner of Fiftieth Street and Parkside Avenue.

This lapsed bill would have limited increases in Philadelphia School District real estate taxes caused by higher property assessments.
Amending Chapter 19-1800 of The Philadelphia Code, entitled "School Tax Authorization," by providing that real estate taxes imposed by the Board of Education of the School District of Philadelphia on a property shall not increase in any one year by more than a specified percentage as the result of an increase in the assessed value of the property as returned by the Board of Revision of Taxes, under certain terms and conditions.

The lapsed bill would have amended Philadelphia’s real estate tax rules so taxes on taxable property were based on assessed values recorded by the Board of Revision of Taxes in 2001.
Amending Section 19-1301 of The Philadelphia Code, entitled "Real Estate Taxes," by providing that real estate taxes imposed under that Section shall be based upon the assessed value of real estate as returned by the Board of Revision of Taxes in 2001, thereby freezing such real estate taxes at the level imposed for tax year 2002, under certain terms and conditions.
