Calling on the Philadelphia Workforce Development Corporation to conduct a needs assessment of training opportunities within the Building and Construction Trades, particularly to improve minority and female employment participation through PWDC financial support of initiatives such as the Diversity Apprenticeship Program, and authorizing City Council's Committee on Commerce and Economic Development to hold hearings into the state of training opportunities for minorities and women in Philadelphia's Building and Construction Trades.

This adopted resolution authorizes City Council’s Commerce and Economic Development Committee to hold public hearings about the use of Disadvantaged Business Enterprises and the employment of women, disabled residents, and minority residents on local construction projects and City procurement contracts.
Authorizing City Council Commerce and Economic Development Committee to conduct Public Hearings to investigate the underutilization of Disadvantaged Business Enterprises (DBE) and the underemployment of women, disabled and minority residents of the City of Philadelphia on local construction projects and city procurement contracts, and further authorizing the Committee to issue subpoenas and such other process as may be appropriate to compel the attendance of witnesses and the production of documents in furtherance of the investigation to the full extent authorized by Section 2-401 of the Home Rule Charter.
