This enacted ordinance grants Lougeswaran Vijayhratnam, the owner of the newsstand at 18th and Chestnut Streets, permission to install, use, and maintain electrical and telephone conduits under the surrounding public rights-of-way to serve the newsstand.
Granting permission to Lougeswaran Vijayhratnam, owner of the newsstand at the southeast corner of Eighteenth Street and Chestnut Street, to construct, use and maintain an electrical conduit with an electrical service line and a telecommunications conduit with a telephone service line in and under the public rights-of-way for the purpose of supplying electrical service and telephone service to the newsstand, under certain terms and conditions.

This lapsed bill would have created the Germantown Corridor Business District along Germantown Avenue between York Street and Butler Street.

This lapsed bill would have required the Department of Records to prepare an annual compilation of all City regulations in effect, provide it to City Council and public libraries, and publish it on the City's website.
Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding provisions requiring the Department of Records to submit an annual report, entitled "Philadelphia Regulations Codified," containing all City regulations then in effect, and to publish the report on the City's official website, and making findings urging the City Administration to promulgate an official codification of City regulations, all under certain terms and conditions.

The lapsed bill would have changed Philadelphia’s rules for licenses to erect or maintain outdoor advertising signs.
Amending Section 9-602 of The Philadelphia Code, entitled "Outdoor Advertising," by adding requirements for the issuance of a license to erect or maintain an outdoor advertising sign; in particular, providing that no such license shall be issued if there are outstanding violations relating to premises upon which the outdoor advertising sign will be erected or maintained, or if the applicant is delinquent in the payment of any taxes, charges, fees, rents or claims; all under certain terms and conditions.

This enacted ordinance allows Neighborhood Improvement District Management Associations to charge interest of 0.75% per month, or part of a month, on overdue assessment fees owed by property owners in the district.
Authorizing Neighborhood Improvement District Management Associations to provide for interest to accrue upon assessment fees levied on property owners within a Neighborhood Improvement District if such fees are not paid when due, and authorizing liens to be filed for nonpayment of such interest, all under certain terms and conditions.
