September 23, 2003 TO THE PRESIDENT AND MEMBER OF THE COUNCIL OF THE CITY OF PHILADELPHIA: In accordance with the provisions of Section 14 of the First Class City Home Rule Act and Bill Nos. 020810, 030098, 030178 and 030220 (appproved May 15, 2003), Bill Nos. 030016-A and 030115 (approved May 29, 2003) and Bill No. 030342 (approved September 17, 2003); I am pleased to transmit herewith my Proclamation designating November 4, 2003 as the date of each Special Election referenced therein to decide whether the Philadelphia Home Rule Charter shall or shall not be amended. This adopted resolution authorizes the City’s Commissioner of Public Property to transfer conditional ownership of 2463 Jasper Street, a City-owned property in the Thirty-first Ward, to the Philadelphia Redevelopment Authority without payment.
Authorizing the Commissioner of Public Property to execute and deliver to the Redevelopment Authority of the City of Philadelphia, without consideration, deeds conveying conditional fee simple title to certain City-owned lots or pieces of ground with the buildings and improvements thereon, situate in the Thirty-first Ward of the City of Philadelphia, pursuant to Chapter 16-400 of The Philadelphia Code and authorizing the Redevelopment Authority of the City of Philadelphia to dispose of such properties for rehabilitation and/or improvement in accordance with the terms of Chapter 16-400 of The Philadelphia Code.

This adopted resolution calls on Temple University Hospital to bargain in good faith with its nurses’ union and respond to demands for increased staffing, less forced overtime, affordable health care, and fair wage increases.
Calling on Temple University Hospital to acknowledge the vital importance of nurses to patient care by bargaining in good faith with the Temple University Hospital Staff Nurses Association, Pennsylvania Association of Staff Nurses and Allied Professionals, and responding to the union's reasonable demands that the hospital increase staffing, reduce forced overtime, and provide affordable health care and fair wage increases to nurses currently on staff.

Transmitting a bill authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development ("PAID"), without consideration, a deed conveying fee simple title to a certain tract of City-owned land with the buildings and improvements thereon, situate at the southeast corner of Thirty-first and Oakford Streets, generally under and subject to the terms and conditions of the Philadelphia Industrial and Commercial Development Agreement between the City, the PAID, and the Philadelphia Industrial Development Corporation, accompanied by an explanatory letter from the Director of Commerce.

This enacted ordinance authorized Philadelphia to enter into a lease with the Philadelphia Municipal Authority for the Philadelphia Industrial Correctional Center, the Criminal Justice Center, and the Curran-Fromhold Correctional Facility.

Authorizing City Council's Committee on Law and Government to investigate the effectiveness and efficiency of the delivery of public housing resources and services to the low and moderate income residents of Philadelphia by the Philadelphia Housing Authority in cooperation with the City of Philadelphia, and the available legislative remedies for inadequacies that may be found, including, but not limited to, the reallocation of City-controlled and/or appropriated housing funds to other agencies, and authorizing the Chairperson of the Law and Government Committee in furtherance of such investigation to issue subpoenas or other process as the Chairperson deems necessary or appropriate to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Home Rule Charter.
