This enacted ordinance adds a framework for creating Neighborhood Conservation Districts in Philadelphia through separate ordinances and adopting design guidelines for each district.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by adding a new Chapter providing for the creation of Neighborhood Conservation Districts; providing for the adoption of design guidelines for properties within such Districts; and requiring certificates of compliance to alter the exterior of a building within such a District or to demolish or construct a building within such a District so as to ensure compliance with the design guidelines; all under certain terms and conditions.

The enacted bill changes the amount a person generally must pay after receiving a notice of violation to admit the violation and avoid appearing before a Municipal Court judge.
Amending Section 1-112 of The Philadelphia Code ("Notices of Violation") by revising the amount generally required to be remitted in response to a notice of violation in order to waive appearance before a Municipal Court Judge.
