This lapsed bill would have amended Philadelphia’s Traffic Code to limit railroad trains and streetcars from blocking streets or certain off-street facilities for more than five minutes, with an exception for trains or cars in motion.
Amending Title 12 of The Philadelphia Code, entitled the "Traffic Code," pertaining to railroad trains and the blocking of streets, and excessive idling and noise.

The lapsed bill would have added rules for transporting hazardous and other substances through Philadelphia and temporarily storing them in the city as part of that transportation.

This lapsed bill would have changed Philadelphia’s rules for metered accessible parking spaces reserved for people with disabilities and severely disabled veterans.
Amending Section 12-1117 of The Philadelphia Code, entitled "Physically Handicapped and Disabled or Severely Disabled Veteran Parking," by amending the provision relating to metered parking for physically handicapped persons and severely-disabled veterans, and making such amendment contingent on the enactment of an ordinance relating to the establishment of parking for motor-driven cycles and similar motor vehicles, all under certain terms and conditions.

This lapsed bill would have barred Philadelphia from issuing a towing license to a company based in a state or local government that bars licenses for Philadelphia-based towing companies or does not, as a policy or practice, contract with them for towing services.
Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by providing that no license to engage in the business of towing vehicles shall be issued to a towing company whose business is located in any political subdivision or state that will not, as a matter of practice or policy, enter into contracts for towing services with any Philadelphia based towing companies; all under certain terms and conditions.
