This enacted measure amends Philadelphia’s Housing Development Agreement Ordinance, which covers low-cost residential development and redevelopment and transfers of certain City-owned properties.
Amending the Ordinance approved June 28, 1966 (Bill No. 1845), as amended, known as the "Philadelphia Housing Development Agreement Ordinance," and entitled "An Ordinance authorizing the Commissioner of Public Property on behalf of the City to enter into an agreement with the Philadelphia Housing Development Corporation to provide for low cost residential development and redevelopment in the City and to cooperate in certain housing programs, including the transfer of certain parcels of land, under certain terms and conditions," by requiring the express approval of Council by ordinance prior to the transfer of any City-owned property pursuant to that Ordinance or pursuant to the agreement authorized by that Ordinance.

The enacted ordinance authorizes the City’s Commissioner of Public Property to amend the lease with Far Northeast Senior Citizens, Inc.
Authorizing the Commissioner of Public Property, on behalf of the City, to enter into a further amendment to a lease between the City and the Far Northeast Senior Citizens, Inc. for the use of certain property located on the northeast corner of Byberry-Southampton road and Townsend road, to provide for an extension of the City's responsibility for the payment of charges and fees for public utilities, sewer rents, water rents, water charges, and heating charges, under certain terms and conditions.

This enacted bill amended Philadelphia’s zoning code by deleting a provision that allowed buildings on C-4 commercial lots in the area bounded by Christopher Columbus Boulevard, Vine Street, Water Street, and Summer Street to have floor area equal to 700% of the lot’s area.
