This enacted measure amends Philadelphia’s Housing Development Agreement Ordinance, which covers low-cost residential development and redevelopment and transfers of certain City-owned properties.
Amending the Ordinance approved June 28, 1966 (Bill No. 1845), as amended, known as the "Philadelphia Housing Development Agreement Ordinance," and entitled "An Ordinance authorizing the Commissioner of Public Property on behalf of the City to enter into an agreement with the Philadelphia Housing Development Corporation to provide for low cost residential development and redevelopment in the City and to cooperate in certain housing programs, including the transfer of certain parcels of land, under certain terms and conditions," by requiring the express approval of Council by ordinance prior to the transfer of any City-owned property pursuant to that Ordinance or pursuant to the agreement authorized by that Ordinance.

The enacted bill amended a 1999 ordinance involving the proposed conveyance of premises at 1823-35 Callowhill Street to the Redevelopment Authority of Philadelphia.
Amending Bill No. 990728, approved December 6, 1999, entitled "An Ordinance authorizing the Commissioner of Public Property to convey to the Redevelopment Authority of Philadelphia certain premises located at 1823-35 Callowhill street, and authorizing the Commissioner of Public Property to enter into or execute such other instruments as may be necessary or desirable to effectuate the provisions of this Ordinance; all under certain terms and conditions," by extending the time for compliance with the conditions until December 31, 2006.

The enacted ordinance authorizes the Commissioner of Public Property to transfer, for a nominal payment, three adjacent parcels and their buildings at 105, 107, and 109 Reed Street to the Philadelphia Authority for Industrial Development.
Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development a deed for nominal consideration conveying fee simple title to three adjacent parcels, situate 105-09 Reed Street in the City of Philadelphia, with the buildings and improvements thereon, for further conveyance at fair market value.
