Amending Chapter 21-1600 of The Philadelphia Code, entitled "Housing Trust Fund," to require that all Philadelphia Housing Trust Fund dollars be appropriated and expended equally between each councilmanic district within the City of Philadelphia; all under certain terms and conditions.

This adopted resolution authorized City Council’s Committee on Streets and Services to hold a public hearing about how Philadelphia and the Pennsylvania Department of Transportation coordinate on the repair, maintenance, and design of state-maintained highways in Philadelphia.
Authorizing City Council's Committee on Streets and Services to hold a public hearing to investigate the current intergovernmental relationship, policies, and practices of The City of Philadelphia and The Commonwealth of Pennsylvania, specifically The Pennsylvania Department of Transportation (PennDOT), regarding repairs, maintenance, and design of Pennsylvania State-Maintained Highways that are in the County of Philadelphia; and, in furtherance of such investigation, authorizing the issuance of subpoenas to compel the attendance of witnesses and the production of documents to the full extent authorized under section 2-401 of the Home Rule Charter.

This lapsed bill would have changed how Philadelphia could charge property owners next to public or private alleys and driveways for paving, repaving, or repairs.
Amending Section 11-506 of The Philadelphia Code, entitled "Alleys, Driveways, and Retaining Walls," by providing additional methods by which the City may assess abutting property owners to alleys or driveways which must be paved, repaved, or repaired, and by authorizing the Procurement Department to designated one or more nonprofit entities to enter into contracts and otherwise administer the paving and repaving of alleys and driveways in the City; all under certain terms and conditions.
