The enacted bill authorizes the Commissioner of Public Property to transfer, for nominal consideration, a 4.96-acre tract of City-owned land and its buildings and improvements in the area bounded by Ruth, Clearfield, Emerald, and Orleans Streets to the Philadelphia Authority for Industrial Development.
Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development, for nominal consideration, a deed conveying fee simple title to a certain tract of City-owned land with the buildings and improvements thereon, situate in a rectangular area generally bounded by Ruth Street on the northwest, Clearfield Street on the northeast, Emerald Street on the southeast, and Orleans Street on the southwest, for further conveyance to the School District of Philadelphia.

This enacted bill amended Philadelphia’s sidewalk-sales rules to prohibit vendors from displaying, offering, or selling goods on both sides of Stokley Street between Hunting Park Avenue and Westmoreland Street.
Amending Section 9-205 of The Philadelphia Code, entitled "Sidewalk Sales," by prohibiting sidewalk sales on portions of Stokley Street and Hunting Park Avenue.

This enacted ordinance extended through August 31, 2009 a trial program allowing the Philadelphia Facilities Management Corporation to quickly enter into contracts on behalf of the Philadelphia Gas Works for buying, storing, distributing, transporting, and transmitting natural and other gas, with services delivered through August 31, 2010.
Authorizing the extension of the extended trial program authorized by Bill No. 051096 under which advance approval is given to the Philadelphia Facilities Management Corporation to enter into certain contracts and transactions arising thereunder for the purchase, storage, distribution, transportation and/or transmission of natural and other gas on behalf of the Philadelphia Gas Works, subject to certain terms and conditions.

This enacted bill amended Philadelphia’s red-light enforcement rules to authorize automated enforcement systems at Welsh Road, Rhawn Street, and Levick Street where they intersect with Roosevelt Boulevard.
Amending Chapter 12-3000 of The Philadelphia Code, entitled "Use Of An Automated Red Light Enforcement System To Prevent Red Light Violations," by authorizing the installation of red light enforcement systems at the intersection of Welsh Road at Roosevelt Boulevard and at the intersection of Rhawn Street at Roosevelt Boulevard and at the intersection of Levick Street at Roosevelt Boulevard, and by reducing to sixty days the phase-in period during which only warnings are issued, all under certain terms and conditions.

The enacted measure amends Philadelphia’s Deferred Retirement Option Plan (DROP) to allow participants in their fourth year to remain City employees for up to one additional year when the Mayor determines that an extraordinary circumstance threatens public health, safety, and welfare and an extension is in the City’s best interests.

Approving the second amendment of the redevelopment proposal for the West Fairhill/East Tioga/Hunting Park Urban Renewal Area, being the area generally bounded by Wingohocking street and Roosevelt boulevard on the north, North Fifth street and North Sixth street on the east, Lehigh avenue on the south and Broad street and Venango street on the west, including the second amendment to the urban renewal plan and the second amendment to the relocation plan, which provides, inter alia, for the additional land acquisition of approximately eighteen (18) properties for residential and related uses; the additional land acquisition of approximately eight (8) properties for commercial and related uses; the provision of certain relocation services, as required by law and declaring that condemnation is not imminent with respect to the Project.
