The enacted ordinance defines day care as care for people under 18 for less than 24 consecutive hours, excluding schools, and requires compliance with state and city licensing or registration rules.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by adding a definition and providing for day care in certain commercial districts and as an accessory use to churches and places of worship, all under certain terms and conditions.

The enacted ordinance amended Philadelphia’s business rules to prohibit people and retail businesses from selling items such as blunts, cigarillos, rolling papers, and other products considered drug paraphernalia under specified conditions.

The enacted bill authorizes the City’s Commissioner of Public Property to transfer ownership of the City-owned property at 5928-30 Germantown Avenue, including its buildings and improvements, to the Philadelphia Authority for Industrial Development for a nominal payment.
Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development, for nominal consideration, a deed conveying fee simple title to a certain tract of City-owned land with buildings and improvements thereon, situate 5928-30 Germantown Avenue in the City of Philadelphia, for further conveyance at fair market value.

This lapsed bill would have authorized Philadelphia’s Water and Procurement Commissioners to enter into a service contract with the Philadelphia Municipal Authority.
Authorizing the Water Commissioner and the Procurement Commissioner, on behalf of the City of Philadelphia, to enter into a Service Contract with the Philadelphia Municipal Authority, pursuant to which the City will assume certain obligations under an agreement that the Authority will enter into with Philadelphia Biosolids Services, LLC to design, finance, build, own and maintain facilities and equipment, and provide operating services, for the management of the City's wastewater treatment solids; all under certain terms and conditions.
