The enacted bill amends Philadelphia’s zoning rules to classify sewage overflow tanks as a special regulated use.
Amending Section 14-1605 of The Philadelphia Code, entitled "Regulated Uses," by providing for Special Regulated Uses, prohibiting such uses in the vicinity of certain residentially related uses, and designating overflow storage tanks as a special regulated use, all under certain terms and conditions.

This lapsed bill would have changed how Philadelphia calculates the share of business income subject to the Business Privilege Tax.
Amending Chapter 19-2600 of The Philadelphia Code, entitled "Business Privilege Taxes," by amending the definition of "Net Income" with respect to the portion of net income that is properly attributable and allocable to the doing of business in Philadelphia and therefore subject to tax, and by making technical amendments; and by making certain legislative findings with respect to manufacturing; all under certain terms and conditions.

Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2008 through 2012, and incorporating proposed changes with respect to Fiscal Year 2007, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority (the "Authority") pursuant to the Intergovernmental Cooperation Agreement, authorized by an ordinance of this Council approved by the Mayor on January 3, 1992 (Bill No. 1563-A), by and between the City and the Authority.
